| | Chiropractors Caught in the Act By Robert Warne - December 11, 2003 California Department of Insurance investigators were busy this morning making house calls to three eager chiropractic entrepreneurs who have built up their practices one bogus claim at a time.
After Edgar Esparza, 28, of Downey, and Franco Gamboa, 46, of Diamond Bar, were hauled into a station in Orange County they were charged with 12 felony counts of insurance fraud and workers' compensation fraud.
Also, picking up four felony counts of workers’ compensation fraud and insurance fraud today was Hilda Fernandez, 61, of La Canada, the owner of South Gate Medical Clinic.
The culmination of two investigations made today’s arrests possible. During the investigations undercover officers were paid by each suspect to recruit new patients. Also, all three suspects submitted bills for either treatments for non-existent injuries or treatments never performed.
In connection with the case, search warrants were executed at homes and offices in South Gate, Downey, Santa Ana, La Canada and Diamond Bar. Grand Jury indictments were issued for the arrests. The CDI Fraud Division received assistance in the execution of the search and arrest warrants from the Orange County District Attorney's Office - Economic Crimes Unit, members of the Orange County Auto Theft Task Force (OCATT) and local agencies within each jurisdiction where the warrants were served.
