Japan plans to expand their workers’ compensation system to protect all freelance workers and professionals. Soon, all types of freelancers will be able to buy the insurance and make claims.

Japan today has about 4.62 million freelance professionals according to a government survey.  Workers’ accident compensation insurance has, thus far, to date only included and embraced freelancers to be a part of and to pay into the system incrementally and as industry specific. 

Thus far, workers in animation production, bicycle delivery, and information technology were added in 2021, and dental technicians were included in 2022.
 
Now the Japanese Labor Ministry is set to broaden the eligibility criteria for workers’ accident compensation insurance, extending it to cover freelancers across all industries.  This is targeted to be implemented by the Fall of 2024.  

Workers’ accident compensation insurance is a national scheme that allows corporate employees to receive benefits and specific freelance professionals to receive benefits during their commutes and working hours.  This system does not have an exclusion of a coming-and-going rule that excludes accidents occurring on the way to or leaving work.  

This system is the relative equivalent to workers’ compensation in the state of California, for example.  As well as accidents, it also includes illnesses sustained from work.  

Out of the 4.62 million freelance workers, 2.73 work on a commission basis, according to the government.  

A new law was enacted in April of the current year to ensure fair business practices between freelancers and corporations.  A supplementary resolution called for the expansion of the special system to encompass all freelancers engaged in commissioned work for companies.
