Orange County DDA Shaddi Kamiabipour Files Petition For Order To Close Jeff Campau's And Landon Mirallegro's Regional Imaging Center. Aspen Quartet Due Back In Court March 18th 2016.

Since the Abrexis building, as it has been called in the court documents, was sold out from under the Aspen Medical clan owners Jeffrey Campau, Landon Mirallegro, Abraham Khorshad, and Ryan McCracken by the Court Appointed Receiver for $1,955,150 in cash back on December 4, 2015, the Orange County District Attorney’s office has caught on to another fraud being perpetrated by Jeffrey Campau and Landon Mirallegro.
  
The cash from the sale of the Abrexis building (which netted $325,689.46) at 685 North Shepard Street in Anaheim, California, was put into a trust account for restitution for the workers’ compensation payer victims.  The salient overbilling issue driving restitution in this case, which has been around since 2012, has been about the Hot-Cold durable medical equipment machines which the Aspen quartet rented to workers’ compensation patients and charged to workers’ compensation payers for astronomical fees (charging for a separate hot machine, and a separate cold machine) averaging ~$2,000 per machine per week. The machines retail for an average of ~$600 to simply buy them outright.
  
But just prior to this Abrexis building sale, Deputy District Attorney Shaddi Kamiabipour remembered that the defendants had an MRI service:  Regional Imaging Center. After nearly five years of prosecuting Sim Hoffman, M.D., a Buena Park based radiologist, Shaddi has learned a great deal about the workers’ compensation claims industry plus how things function with radiology. Therefore, she couldn’t compute how a civilian could own an MRI business and, therefore, she looked into it.
 
Shaddi discovered Jeffrey Campau and Landon Mirallegro, as non-physicians, are running Regional Imaging Center-- without a medical director or supervising radiologist-- as an MRI facility performing actual Magnetic Resonance Imaging (MRI).   The business is legally described as an “MRI broker” as is claimed on their city of Anaheim business license and Statement of Information forms filed with the California Secretary of State.   On a certified copy of the city of Anaheim Business Tax Receipt for Regional Medical Services with an issued date of December 8, 2010, it reads on the line of Type of Business: Office Use – Broker Services Between Patients & Medical Diagnostic.
  
Shaddi, in her letter of December 7th 2015 to defense counsels Paul Meyer (Jeffrey Campau), Kay Rackaucas (Landon Mirallegro), Benjamin Gluck (Abraham Khorshad), and David Swanson (Ryan McCracken), asks her first question out of a set of ten questions: “Who is the medical director (radiologist) in charge of Regional?”
  
On January 21st 2016, DDA Shaddi Kamiabipour filed her “People’s Petition For An Order Directing The Receiver To Cease Operations And Close The Following Business: Regional Imaging Center; Statement of Facts and Points & Authorities." Her contention against the vigorous arguments of the defense:  the business is illegal.
  
Aspen is set to appear again on Friday, March 18th 2016 in court room C-30, with the Honorable John Conley, at 1:30 pm.  Shaddi is hoping then to get a trial date and resolve some receivership issues.
