Doctor Sour After Caught Milking Patients’ WC Claims
By Robert Warne - January 22, 2004

A Fremont doctor skimming off his patients’ workers’ compensation claims; was dealt a “go straight to Federal jail, do not pass Superior court” card, Jan. 16 in Oakland.

Whether Dilbagh Singh Chattha thought he was playing a game or not by submitting inflated bills to the Department of Labor, the court was definitely not accepting any funny money when it asked him to come up with $500,000 for bail.

The U.S. Department of Justice (DOJ) reported that Dr. Chattha allegedly billed for “higher levels of service and submitted special reports, including more information than that which is included in typical medical billing forms, in a number of workers’ compensation cases.”

Dr. Chatta was indicted Jan. 8 by a federal grand jury and charged with 10 counts of health care fraud and 10 counts of mail fraud.

According to the DOJ, the maximum statutory penalty for each of the 20 counts charged is 20 years in prison, a fine of $250,000, a term of supervised release of three years, a special assessment of $100, and restitution.

Lewis A. Davis is the Assistant U.S. Attorney prosecuting the case.

The prosecution is the result of an investigation by a massive task force made up of federal, state, and local law enforcement personnel, including agents of the United States Postal Service Office of Inspector General, Department of Labor Office of Inspector General, United States Postal Inspection Service, United States Department of Health and Human Service Office of Inspector General, Internal Revenue Service, Bureau of Immigration and Customs Enforcement, United States Drug Enforcement Administration, Medical Board of CaliforniaFremont Police Department, Pleasanton Police Department, and Alameda County District Attorney's Office
