A Sacramento agent/broker was arrested on Halloween after his clients reported to authorities that the policies they purchased from him were about as real as the Little Mermaid.

The reports prompted California Department of Insurance (CDI) investigators to mobilize and cover Terry Lowell Ballard like a cheap ghost costume.

As a result of a three-month investigation, the CDI was able to piece together enough evidence for Ballard to be charged with 95 felony counts, including grand theft, forgery, and the filing of false or fraudulent claims or statements.

Ballard’s method of operation was to collect premiums for general liability, commercial auto, and workers' compensation policies and then issue phony insurance certificates and binders of insurance.

Investigators have been able to tally up over $500,000 in uninsured losses because of the policy scam.

Ballard operated Multi Unit Insurance Services in West Sacramento. The San Joaquin County District Attorney's Office is prosecuting the case.  CDI investigators suspect there may be more victims across the state who have either not come forward or are unaware they have purchased phony policies.
