| | Commissioner Backs New Board Members By Robert Warne - July 3, 2003 Following Governor Gray Davis’ July 2 announcement of his latest picks to serve on the State Compensation Insurance Fund Board, Insurance Commissioner, John Garamendi didn’t hesitate to endorse the move with both thumbs up.
In a statement Garamendi said, "I would like to commend Governor Davis on his selection of John Dunlap as Chair of the Board of Directors of the State Compensation Insurance Fund (SCIF), and James Santangelo as a new board member. We welcome and look forward to working with them as we attempt to resolve the problems faced by SCIF, as well as the extraordinary workers' compensation costs plaguing California's employers."
The young Dunlop, 44, already has a lifetime of public service experience under his belt. Starting with the South Coast Air Quality Management District, Dunlop was recruited by Gov. Pete Wilson to come to Sacramento in 1993 to serve as chief deputy director of the Department of Toxic Substances Control. This was followed up with a six-year stint as the chairman of the Air Resources Board.
Dunlop delivered for Davis last year after he was appointed as the commissioner of the California Travel and Tourism Commission.
Currently, Dunlop is the president and CEO of the California Restaurant Association, a Sacramento-based trade group.
Mr. Santangelo, 63, of Long Beach, has more than 31 years of experience as a Teamster official and has been a member of the Teamster Union since 1972.
Members of State Fund’s board are appointed by the Governor and don’t need Senate confirmation.
It is interesting to note that the Commissioner didn’t fire off any sustaining press releases last week when the Governor appointed John Shimmon to the Workers’ Compensation Appeals Board.
