Putting together a fraud conviction couldn’t get any easier for the Sacramento County District Attorney based on the blatant fraudulent behavior of an apprehended suspect described by the California Department of Insurance (CDI), May 22.
Most people live their lives one day at a time, but Hamman Noel has managed to live 32 years, one claim at a time.
Noel’s credibility slipped and fell after he staged a slip and fall while working for EdFund, a student loan service organization. Oblivious to the surveillance equipment in the office, Noel organized his surroundings for his future trip. Still on tape he later returned to the scene, took a dive and went to the emergency room.
Fresh out of the emergency room Noel went shopping for another claim at the Ross department store in Elk Grove. While in the store he saw what he was looking for and moved on the opportunity by tripping on a metal stand.
In a deposition with his employer’s carrier, Reliance Insurance, Noel suffered an episode of temporary amnesia and forgot to mention his Ross fall and other numerous claims.
He must have sensed things were heating up because he went on the lam for more than a year before authorities were able to arrest him.
