California Insurance Commissioner Reacts To Near-Miss Of A Crash On Return Flight From Toronto. Dave Jones Says The Event Has Inspired Him To Spend A Night Updating His Will.

The California Department of Insurance sent out a News Release just before Noon today stating that Insurance Commissioner Dave Jones had just sent a letter on Friday, July 14th 2017, to Air Canada and three aviation and transportation regulators requesting a “thorough and complete investigation” of a near miss of a plane he was on Friday, July 7th 2017.  Jones returned to San Francisco airport that night on Air Canada flight 759 from Toronto, Ontario, Canada where he chaired an international conference of insurance regulators who were focusing on climate change.

While very close to landing, at the tail end of the Airbus 320’s descent, Jones felt the plane suddenly lunge upward and ascend dramatically, engines roaring and laboring loudly.   Jones told the Mercury News, a Bay Area publication, “I recognized something wasn’t quite right and looked around and saw looks on other passengers’ faces.” 

At the time this event was happening, as Commissioner Jones wrote in his July 14th letter to Calin Rovinescu, President and CEO of Air Canada, “Passengers were not told that the plane had almost landed on a taxiway on which there were four other planes fully loaded with passengers and fuel.  Instead, the pilot made a nonchalant announcement that he had to go around due to traffic at the airport.”

But according to investigators, experts, and the Mercury News, that information from the pilot was disingenuous. The pilot had mistaken a taxiway on which four passenger jets waited for take-off for the runway where he had clearance to land. 

One aviation expert pointed to a series of mistakes as possible contributing factors that could have led to one of the deadliest aviation disasters ever — with about 1,000 people on board the five airplanes.

The FlightAware and WebTrak online tracking systems showed the Air Canada Airbus 320 on its approach, dropping to as low as 175 feet and 200 feet, respectively, before increasing altitude above Taxiway C, flying over three United Airlines and one Philippine Airlines planes. The taxiway runs parallel and just to the right of Runway 28R where the pilot had clearance to land.  One veteran pilot estimated that when the Airbus stopped its descent and lunged into ascent, it was 11 seconds from impact.

“If you just sit there and count to 11 seconds, we’re not talking about a lot,” said Max Trescott, a 40-year veteran pilot and instructor at Palo Alto Airport. 

Dave Jones found out the real story by reading a Mercury News article last Wednesday morning, July 12th 2017, just over four days after the incident.  “I think air travel generally is pretty safe.  But this has inspired me to spend a night to update my will,” Jones commented to Mercury News
