The Sacramento County District Attorney’s office has cleared its pipes from a work comp fraud clog now the City of Lincoln's operations manager has been arrested.
Doyle Champlain was flushed from the system March 12 when he was booked into the Placer County Jail on five felony counts of insurance fraud and one felony count of attempted perjury.
Champlain perpetrated the work comp fraud when he worked as a sewer supervisor for the City of Folsom. Following hand surgery from a work related accident Champlain put on his work belt and started offering his plumbing expertise to the state. A little over a month after the surgery, on May 31, 2002 the City of Folsom discovered that Champlain was using its discount at the local industrial supply company.
This prompted the city to put Champlain under surveillance and capture footage of him in action. In his deposition he tried to downplay his role with D&R Services which in his words was limited and that he used others to do the physical portion of the work.
Now that Champlian is facing up to five years in state prison and/or a maximum fine of $50,000 he’s learned two things. One, mixing plumbing and fraud will get you in some deep soup these days. And two, the DA is definitely not the plumber’s friend when it comes to work comp fraud.
