| | Former Administrative Director Of California DWC And Active Workers’ Compensation Judge, Rosa Moran, Dies Unexpectedly Over Memorial Day Weekend.

Rosa Moran, who had a career as a workers’ compensation attorney from the late 1980s until 2005 when she became a WCAB judge in the Oakland district office, died unexpectedly over this past Memorial Day weekend. Rosa also served as Administrative Director of the Department of Workers’ Compensation (DWC) starting in July of 2011. She was appointed just a few months after the untimely death of DWC Administrative Director Carrie Nevans.
Then on September 5, 2012, Rosa resigned as AD and returned to her position as workers’ compensation judge in Oakland. Destie Overpeck then replaced Rosa becoming DWC’s Acting Administrative Director and was then fully confirmed Administrative Director in April of 2015.
Rosa Moran was highly praised by the Director of Industrial Relations, Christine Baker, as an excellent partner in Baker’s speech at the premiere of the film “Decreasing Workers' Comp Costs And Improving Outcomes" held in Anaheim in April 2012. That film was produced by the Employers’ Fraud Task Force and its partners at the dawn of the passage and signing of SB 863. Rosa had gone on a “listening tour” with Christine Baker for many months throughout California enduring long hours of interviews, conversations, and attentive analytical work in a campaign to figure out what was wrong with the California Workers’ Compensation System. The outcome was the writing and creation of SB 863.
Rosa was an active lecturer at attorney conferences and risk management seminars. She served as a judge liaison member of the Bay Area Bench and Bar Association. She was the author of many seminal decisions in the workers’ compensation arena.
She received her undergraduate degree from University of the Pacific in Stockton and her law degree from the University of San Francisco School of Law.
The California Department of Industrial Relations and Department of Workers’ Compensation sent out a news release about Rosa’s passing earlier this afternoon in which an expression of condolences was extended to her family and friends.
