Redding Doctor Arrested for Insurance Fraud By Michelle Logsdon - April 9, 2002
A doctor from Redding was arrested April 4 on six felony counts of insurance fraud, six counts of grand theft and one count of conspiracy.
Richard W. Powell, 43, could face up to five years in state prison for the alleged crimes or pay a fine of up to $50,000. He is being held in Shasta County Jail on $50,000 bail.
According to California Department of Insurance fraud investigators, Powell hired a Licensed Vocational Nurse (LVN) to interview workers’ compensation patients, but passed the work off as his own to the insurance companies. It is illegal for LVN’s to conduct one-on-one therapy sessions.
