Herb Schultz, from U.S. Dept. of Health and Human Services, to Speak at Employers' Fraud Task Force Luncheon on Affordable Care Act January 28th.
By Lonce LaMon - January 12, 2014

Coming up on Tuesday, January 28th 2014, at Steven’s Steakhouse in the City of Commerce, California, the Employers’ Fraud Task Force is putting on a luncheon with Herb K. Schultz, the Regional Director of the United States Department of Health and Human Services (HHS) as the keynote speaker. His topic will be the Affordable Care Act.

The dining room will open at 11:00 am, and lunch will start along with Herb Schultz’s speech at Noon. Open discussion with questions from attendees  will follow up around 1:30 pm and the event will adjourn at 2 pm.

Although Workers’ Compensation is not directly documented in the Affordable Care Act, it will be impacted. The Affordable Care Act is going to bring new previously uninsured patients into the system, and this increase in patient volume will affect injured workers by creating more challenging immediate access to physicians.

Industry executives like Kimberly George, Senior Vice President and Senior Healthcare Advisor of Sedgwick, endorse the creation of a new healthcare delivery model. This involves using nurse practitioners and physician assistants to provide more primary treatment to patients.

Now, the general healthcare delivery model revolves around the physician performing all primary treatment and being fully in charge of diagnosis, prescriptions, and the return to work. But in the immediate future there can be foreseen a predicable shortage of physicians, therefore as Kimberly George suggests, the physician assistant and the nurse practitioner need to play a greater role in the global healthcare delivery model.

In an interview last year, Ms. George said,“If we do that (continue to rely solely on physicians to do diagnosis, prescriptions, and return to work) it could potentially delay when appointments take place, which could drive up some indemnity fees and return to work. So, we need to think about the access to care around the healthcare delivery model of tomorrow, to insure all of our injured workers have timely, quality medical care.”

Herb Schultz was the Senior Health Policy Advisor to Governor Arnold Schwarzenegger for a time during Schwarzenegger’s terms in office.  He is now the Regional Director of the U.S. Health and Human Services Region IX, which includes California. There are 10 Regional Directors throughout the nation. Schultz is based in the Los Angeles area.

From 2005 to 2006, Herb Schultz served as Vice President of Government Programs for McKesson Health Solutions. He oversaw the company’s disease management and nurse advice programs for Medicaid and Medicare beneficiaries.

Herb has a BA degree in Political Science and International Studies from The American University in Washington, DC and has his Masters’ Degree in Public Policy from Georgetown University in Washington DC.

Although the lynchpin of the Employers’ Fraud Task Force is to increase awareness about workers’ compensation and other insurance frauds, and to educate industry professionals on how to defend against fraud, the Employers’ Fraud Task Force also works to develop industry professionals with educational programs to make them more efficient, competent, and in possession of greater knowledge.

Individuals can reserve their place at the January 28th luncheon on the Employers’ Fraud Task Force website.  This is a big event that is predicted to pack the house.   Go to: www.fraudtaskforce.org and sign up to attend right from the home page.
