John Morris Addresses Employers' Fraud Task Force Lunch Group. Announces He's Running For Los Angeles County Assessor.

Last Tuesday just before the Thanksgiving holiday, John Morris, a veteran Los Angeles County prosecutor, spoke to the lunch group of the Employers’ Fraud Task Force in Commerce, California, at Steven’s Steak House.  Laura Clifford, Director of the Task Force, introduced John to the crowd as everyone was waiting for the arrival of WCAB Judge Anne Horelly, the featured speaker, who was stuck in traffic.
   
John Morris supervised the Healthcare Fraud Division for the L.A. District Attorney’s office from August 2010 until April of 2013. His Division prosecuted workers’ compensation insurance fraud as well as medical billing fraud for non-workers’ compensation cases.   Under his leadership the Division more than quadrupled the number of its workers’ compensation insurance fraud cases. 
 
Laura Clifford introduced John Morris in her own words with the feeling that Morris is a true friend to the fight against insurance fraud and against the abuses of employers.   Now, he was there to announce his candidacy for Los Angeles County Assessor. 
 
As is universally well known as a result of extensive media reporting, the current Los Angeles County Assessor, John Noguez, was arrested in October of 2012 on charges of embezzlement and grand theft.   He is now out of custody on bail of 1.16 million dollars and is awaiting trial.   His preliminary hearing is set to start on January 30th 2014. 
 
Noguez is accused of taking $185,000 in bribes from Ramin Solari, a tax consultant.  This money was traced through Noguez’s personal bank account.   Solari’s wealthy clients paid Solari 50% of what he saved them in property taxes.

Ramin Solari is believed to have contributed hundreds of thousands of dollars more to John Noguez’s campaign fund.   The L.A. County Assessor’s position is an elected position.   A deputy of Noguez’s, Scott Schenter, is accused of receiving about $275,000 in bribes.
 
The estimated loss to Los Angeles County due to Noguez’s alleged corruption is over 10 million in revenue.  The L.A. County Assessor is responsible for setting the assessed values on over 2.5 million pieces of real estate.  That’s the largest local tax roll in the country. 
 
The handsome white-haired Morris used the word “crook” to describe John Noguez before he told the crowd from the podium, “I think it’s about time we got someone in there to clean up the assessor’s office.   And to make it run—not for the politicians--but to make it run for all of us.
  
“So, everyone…  I want you to remember me.  My name is John Morris, and I’m running for Los Angeles County Assessor.”
  
John Morris’s Healthcare Fraud Division with the LADA initiated a quarterly publication called the LADA Fraud Legal Report when he was the Division’s Head Deputy. The Fraud Legal Report published articles dealing with insurance fraud and was intended to assist and educate fraud investigators.

The situation for Los Angeles County presently is that John Noguez stays in office and continues to be paid until he is either convicted of a felony or is voted out of office.  He has presently taken a voluntary leave of absence, however it is still with pay. 
 
With the dilatoriness of cases moving through the courts, such as the example of the Kelly Soo Park case not getting to trial in L.A. until three years after her arrest in June of 2010; and the Sim Hoffman, M.D. workers’ compensation fraud case in Orange County not even getting through the decision on the defense’s 995 motion after more than two and a half years after the May 2011 indictment, it seems very likely John Morris can get elected to the L.A. County Assessor position well before John Noguez and his consorts even start trial. 
 
John Morris told this writer in an email, “Since the Board of Supervisors has not decided to have a Special Election, Noguez remains in office until November 30, 2014 because I believe the newly elected Assessor will take office on approximately December 1, 2014.”
 
The L.A. County Assessor is a non-partisan position. Morris further wrote, “I am not running as a candidate of either party (Republican or Democrat), and I have assembled a bi-partisan team. Hopefully, eliminating fraud, theft, and corruption from the Assessor’s Office will appeal to all voters regardless of party affiliation.”
