Kelly Soo Park's Consort, Retired Police Commander, Tom Chronister, Under Investigation By The Oxnard Police Department

An article written and then published on Tuesday, September 11th, in the late afternoon by the Ventura County Star newspaper confirms suggestions by anonymous informants to adjustercom from the Ventura County area that Tom Chronister, the recently retired Patrol Watch Commander of the Oxnard, California, Police Department, is being investigated by the very law enforcement body from which he has emerged as a retired 28-year law enforcement veteran.
  
An informant told this writer that Chronister officially retired on or about June 27th 2012.  Then just days either before or afterwards he had a retirement party at which he introduced Kelly Soo Park, the accused and indicted murder suspect of aspiring actress and model, Juliana Redding, as his fiancée.   The investigation is into the fact of a possible conflict-of-interest concerning Chronister’s personal relationship with Ms. Park. 

Kelly Soo Park’s next court appearance date is on October 2nd, Tuesday, 2012, in the morning at Clara Shortridge Foltz Criminal Justice Center in Downtown Los Angeles, Department 109.    Her case is still in the pre-trial phase of discovery.  For the last three hearings since April 2012, Tom Chronister has appeared at these hearings at first discretely, slipping out of the court house at the back of Kelly Soo’s entourage, but then in later July, after his retirement party, he strutted out of the courthouse exit arm-in-arm with Ms. Park.  However at the very last hearing, on August 17th, Kelly Soo tried to slip away from Chronister in order to elude the camera; but, she was caught on video further down the street from the Temple Street court house.
 
It is reported that Tom Chronister started his intimate relationship with accused murderer, Kelly Soo Park, as early as late last year in 2011.   In the Ventura County Star article from September 11th it reports that the Oxnard Police Department knew of Chronister’s relationship with Park for months before his retirement but did not know that Kelly Soo Park had been indicted for murder by the Los Angeles County District Attorney.   The Chief of Police of the Oxnard Police Department, Jeri Williams, stated through the Ventura County Star article that the Oxnard Police Department became aware of Kelly Soo Park’s situation and status in June of 2012.

Chief Jeri Williams was quoted, “I was contacted and we immediately began an investigation due to (possible) policy violations of one of our employees.”   She went on to state that the department’s policy manual addresses conflicts-of-interest.  “Employees shall not develop or maintain personal or financial relationships with any individual they know or reasonably should know is under criminal investigation ..."
 
One informant, who demanded anonymity, described Chronister as “not the brightest bulb in the box,” in spite of the fact he holds a bachelor’s degree in science from the University of Redlands plus a master’s degree in Public Administration from Cal State University at Northridge.  It has also been discussed that Tom Chronister has had at least four to five marriages and that his marriage to Kelly Soo Park will be at the very least his fifth marriage.   The same informant stated that besides Chronister’s marriages he has had a stream of relationships with women in serial succession.
 
One blogger who responded to the Ventura County Star from September 11th wrote, “I liked cops better before they went to college and thought they were smart.”
 
It’s hard to believe that with all the publicity about Dr. Munir Uwaydah and his numerous frauds, including workers’ compensation fraud along with pharmaceutical fraud, real estate fraud, and court fraud, concomitant with the fact that Kelly Soo Park was a right hand woman to Uwaydah in his workers’ compensation fraud game, that the Oxnard Police Department would be so out-of-the-loop with this

high profile case that they would not know who Kelly Soo Park was for months.  But, in spite of this difficulty in credulity, Kelly Soo is known apart from her murder charge as a friendly and attractive owner of a sushi restaurant which is right across the street from the Trader Joe’s in Ventura.   It’s possible that she and Tom Chronister met there. 
 
Some bloggers in response to the Ventura County Star article have been surprised by an investigation into a police commander who is already retired.  However, there are many privileges which come with all retired law enforcement personnel, and some of them involve access to buildings and facilities of the police department premises.
 
This is similar to the fact that Jerry Sandusky, the retired assistant football coach from Penn State, after he was already retired, still had access to the locker room and showers at Penn State, where he was found by a jury to have molested and sexually interfered with young boys well after his retirement.  It has been found by investigative reports that Penn State officials already knew about Sandusky’s transgressions but still allowed him his privileges of accessing Penn State facilities such as the locker room and the showers as a retired assistant coach.
 
Thus, in a similar vein, the Oxnard Police Department is looking into suspending certain privileges for Chronister due to the department’s concerns over his relationship to Kelly Soo Park and their feeling of this relationship being a conflict-of-interest.
 
One of the privileges which is cited in a section of the Penal Code and was also noted by an anonymous informant to adjustercom is that Chronister will most likely lose his right to carry a concealed weapon if the investigation determines his relationship with Kelly Soo Park is indeed a conflict-of-interest.
