Assembly Speaker Backtracks, Will Not Call Vote On Health Plan

SACRAMENTO (AP) _ Assembly Speaker Fabian Nunez said Thursday he would not call a vote on Gov. Arnold Schwarzenegger's health care plan after all, although the day before he was vowing to do it.

Steve Maviglio, a spokesman for the Los Angeles Democrat, said the speaker was "making progress" in talks with the governor on health care reform.

A frustrated Nunez announced last week that he would call a vote on the governor's plan for universal health care to show that it could never pass the Legislature. Schwarzenegger has been insisting he can win support from both Democrats and Republicans for his $12 billion health insurance expansion, although Republicans have steadfastly rejected it, saying it raises taxes.

Democrats support expanding health coverage but want to do it differently from the governor. A plan by Nunez and Senate President Pro Tem Don Perata, D-Oakland, would force businesses to pay much of the cost.

The governor's plan asks less of employers and expands the funding base by asking for new fees on doctors and hospitals.

The structure of the governor's plan requires a two-thirds vote of the Legislature to pass. That requires some Republicans to support it. The Democratic plan could pass on a simple majority, meaning it could pass without Republican votes.

Health care reform is at the top of Schwarzenegger's policy agenda this year. But with the legislative session over in about two weeks, he has been unable to strike a deal with Democratic leaders.
